The in-accessibility index: advantages and potential for improving strategic planning and investment
The aim of the study is to develop a methodology for evaluating daily transport and mobility policies within the needs-based approach (Di Ciommo et al. 2019) that should be adopted into the strategic planning of the Barcelona Metropolitan Area (BMA).
By 2017, cambiaMO developed an ex-ante evaluation instrument for the transport system and mobility measures that systematically defines costs and benefits for each population group and municipality of the AMB, in terms of planning interventions for the metropolitan public transport network, pricing and integration with other social policies. Specifically, this study has focused on the evaluation of ‘poverty corridors’ with transport needs.
The developed methodology makes possible to detect the segments of population and to determine the factors to be taken into account for covering the mobility needs of the population.
